Orange County does not spread injury filings across district courthouses the way Los Angeles County does. Unlimited civil, limited civil and small claims sit in the same building in Santa Ana. The court draws the line by amount: in its own words, a dispute of "$35,000 or less" is limited civil, and anything above that is unlimited civil.

Code of Civil Procedure section 335.1 gives two years for injury to or the death of a person caused by the wrongful act or neglect of another. Government Code section 911.2 puts a public entity claim on six months, and section 945.6 gives six months to sue after a rejection. The rest are in our California personal injury deadlines table.
What makes an Orange County case different
Four things about this county change how a case is worked. The first is that one filing address serves every city, so the venue question that takes weeks in Los Angeles County is settled at once.
The second is trauma capacity. Four designated trauma centers serve 3.17 million people, and two of them sit in the same city of Orange. In a severe case the records, the billing and the treating physicians come from one of a very small number of institutions.
The third is the gap between rate and volume. The state ranks this county near the safest in California while 17,809 people were killed or injured here in 2023. A good rate across 64,149,910 daily vehicle miles is not a quiet county.
The fourth is what the county average hides. Santa Ana ranks 4 of 15 among California's largest cities for total fatal and injury crashes. Irvine ranks 14 of 15 in the same group.
How dangerous are Orange County roads?
The California Office of Traffic Safety ranks every county and city using SWITRS crash reports, Department of Finance population estimates and Caltrans daily vehicle miles traveled. One caveat travels with these numbers. OTS states that where a report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. Almost every freeway report here is a CHP report, so the table understates what happens on the road you were driving.

The Santa Ana Area states it patrols over 225 miles of freeway plus 220 miles of unincorporated roadway. The Westminster Area names the freeways close to Disneyland and Knott's Berry Farm. The Capistrano Area says its officers investigate more than 1,900 collisions a year.

When an Orange County case is different
Complex civil goes to the Civil Complex Center, not the Central Justice Center. A case against a city, the county or a transit agency does not start with a filing at all. It starts with a written claim to that agency within six months, and the two year rule does not extend it.
The crash data has limits too. A rank describes a rate across a whole county over a whole year. It is not evidence about your intersection, and no ranking has ever decided a case.
