The California Office of Traffic Safety ranks cities against others of similar size, using SWITRS crash reports, Department of Finance population estimates and Caltrans daily vehicle miles traveled. Irvine sits in population group A, the state's 15 largest cities, with a 2023 population of 316,119. Rank 1 is the worst in the group and 15 of 15 is the best.

It is best in its group for alcohol involved crashes, for motorcyclists, for pedestrians, for pedestrians 65 and older and for the composite score.

The last row is different. Twenty four children on bicycles were killed or injured in Irvine in 2023, the worst rate among California's 15 largest cities. A master planned city with a separated bike network and children riding to school produces this signature: very few adult crashes, and a child cycling problem the overall numbers hide.

One caveat travels with all of these numbers. OTS states that where a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. The I-5 and the I-405 both cross Irvine, so the city's low ranking is partly a product of who writes the report.

Crashes on the 5 in Irvine

Irvine is a master planned city, and its street pattern changes crash mechanics. Wide arterials such as Jamboree, Culver, Barranca, Alton, Sand Canyon and Jeffrey run between widely spaced signals, which produces high approach speeds on roads that a bicycle network has to cross. The I-5 and the I-405 meet at the El Toro Y at the southern end, and SR 133, SR 241 and SR 261 cross the city as toll roads.

The CHP Santa Ana Area states it patrols over 225 miles of freeway including I-5, I-405, SR 55, SR 22 and SR 91. Irvine safety rankings

A low ranking is not a defense and a high one is not proof. Insurers in Irvine cases rely on the city's reputation, and it has no bearing on whether a particular driver failed to yield at Culver and Walnut. A rank describes a rate across a whole city over a whole year.

The freeway exclusion cuts the other way too. Because CHP reports on shared jurisdiction roads do not count against the city, some of Irvine's safety in this table belongs to the fact that its worst road, the I-5, is counted somewhere else.

How long do I have to file a claim after a crash in Irvine?
Two years from the date of injury against a private driver or business, under Code of Civil Procedure section 335.1. Irvine ranks 14 of 15 for crashes. Does that help my claim?
No. Rankings describe a city's rate over a year, not what happened at your intersection, and no ranking has ever decided a case. What decides an Irvine case is the same as anywhere else: the report, the physical evidence, the medical records and whether the driver used ordinary care.
What if my child was hurt riding to school?
A minor's claim runs on a different clock. Under Code of Civil Procedure section 352(a) the time before the 18th birthday is not counted, so the two years generally starts then. Subdivision (b) removes that protection for claims against a public entity, which a parent or guardian must still present within six months. Get the pediatric examination documented the same day.
