Code of Civil Procedure section 335.1 gives two years for injury to or the death of a person. Government Code section 911.2 puts a public entity claim on six months and section 945.6 gives six months to sue after a rejection. The full set is in our California personal injury deadlines table.
Santa Ana's Vision Zero corridors
Santa Ana has published a list of its own dangerous roads. The City Council adopted a Vision Zero Action Plan on June 4, 2024, aimed at eliminating traffic deaths and serious injuries by 2040, and the plan update names five priority corridors and two demonstration segments.

The city says all seven "were selected based on recent collision data, coupled with bicycle and pedestrian activity." Source: City of Santa Ana, Vision Zero. If you were hit on one of those streets, the city has already written down that it knew the corridor was a problem. That does not decide your case, and it is not the same as a claim against the city. It is a documented, dated municipal record, and we ask for the studies behind it.
Two of those segments run to the Costa Mesa line at Bear and Segerstrom. Crashes there are worked from both sides of the boundary, which changes which department writes the report.

The California Office of Traffic Safety ranks cities against others of similar size, using SWITRS crash reports, Department of Finance population estimates and Caltrans daily vehicle miles traveled. Santa Ana sits in population group A, the state's 15 largest cities, with a 2023 population of 313,210. Rank 1 is the worst in the group.

It ranks 12 of 15 for alcohol involved crashes and 3 of 15 for children on foot, in the most densely populated city in Orange County. Compare Irvine, in the same county and the same group, at 14 of 15 overall.
One caveat travels with every one of these numbers. OTS states that where a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. Four freeways cross Santa Ana, so the rankings above understate what happens inside the city limits.
Freeway crashes through Santa Ana
I-5, SR 55, SR 22 and SR 57 all cross Santa Ana, and the I-5, SR 22 and SR 57 interchange known as the Orange Crush sits at the northern edge. Caltrans publishes two counts at each location, one behind it and one ahead.

Edinger, MacArthur and Dyer are the surface streets feeding the 55, which is how a freeway volume problem becomes an arterial injury problem. Santa Ana is one of the few cities we serve with a designated trauma center inside its own limits. Orange County Global Medical Center at 1001 N Tustin Ave is a Level II trauma center with 254 licensed beds. South Coast Global Medical Center on South Bristol Street has 109 beds, and Kindred Hospital Santa Ana on College Avenue has 54. The nearest Level I adult trauma center is UCI Health Orange, in the city of Orange.

Suing Santa Ana over a road
A crash on a Vision Zero corridor is not automatically a case against the city. Suing a public entity over a road requires proof of a dangerous condition and notice, and it starts with a written claim inside six months, not a lawsuit inside two years. Those are different cases with different proof and different clocks.
