What makes a Costa Mesa case different

Bicycles. Eighty nine people on bicycles were killed or injured here in 2023, rank 3 of 62 cities in its population group. That is a bicycle injury rate you would expect from a city several times this size, and it means a Costa Mesa rider's claim starts with a defense argument about visibility and lane position before anyone looks at the driver.

Nightlife and a college. The city ranks 9 of 62 for alcohol involved crashes and 11 of 62 for crashes involving a drinking driver under 21, with Orange Coast College in the city and bar districts on 17th Street and Newport Boulevard. In those cases the criminal file and the civil file run on separate clocks, and the criminal case is often why an insurer stops returning calls.

The 55 ends here. The Costa Mesa Freeway tapers as it approaches the coast and finishes as a surface expressway at Newport Boulevard. Freeway speeds arriving at signalized arterials is a known crash geometry, and it is also a jurisdictional seam: a crash a hundred yards apart can be a CHP report or a Costa Mesa Police report.

A daytime population the census does not show. Caltrans puts 1,329,120 daily vehicle miles on a city of 110,048 people, which reflects South Coast Plaza, the Bristol Street and Sunflower Avenue office district and the Orange County Fair and Event Center on Fair Drive. Costa Mesa is close to the middle for pedestrians and near the top of the group for bicycles, alcohol and motorcycles. It is a beach adjacent nightlife city with a large riding population.

One caveat travels with these numbers. OTS states that where a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. The 405 and the 55 both run through Costa Mesa, so the table understates what happens inside the city limits.

Hurt where the 55 ends?

Caltrans publishes two counts at each location, one behind it and one ahead. Read the SR 55 rows in order and the taper is visible in the numbers themselves, from 140,000 vehicles a day at Mesa Drive down to 80,000 at 19th Street.

Two of Santa Ana's named Vision Zero corridors reach into this area, Segerstrom Avenue from Bear Street to Flower Street and Bear Street from Segerstrom to MacArthur, per the City of Santa Ana. A crash near that boundary can produce two agencies, two sets of witnesses and two public entities, which we sort out in the first week.

Where a serious Costa Mesa injury goes

The only licensed hospital in the city is College Hospital Costa Mesa at 301 Victoria St, with 23 general acute care beds and a 99 bed acute psychiatric unit. The hospital that receives Costa Mesa emergencies is Hoag Memorial Hospital Presbyterian at One Hoag Dr in Newport Beach, 440 licensed beds, immediately across the city line. Hoag is not on the state's designated trauma center list.
