Hurt in Costa Mesa? What happens now

Where a Costa Mesa case is filed

There is a courthouse in Costa Mesa and it is not where your injury case goes. The Costa Mesa Justice Complex sits at 3390 Harbor Blvd., inside the city, and unlimited civil injury filings still go to the Central Justice Center in Santa Ana. The court draws the line by amount: a dispute of "$35,000 or less" is limited civil, and above that is unlimited civil.

Court assignments change. Verified September 4, 2026 against the court's locations page, its Central Justice Center page and its civil division page. A statute of limitations is the outside date for filing suit. Miss it and the claim ends.

Code of Civil Procedure section 335.1 gives two years for injury to or the death of a person. Government Code section 911.2 puts a public entity claim on six months and section 945.6 gives six months to sue after a rejection. The rest are in our California personal injury deadlines table.

What makes a Costa Mesa case different

Bicycles. Eighty nine people on bicycles were killed or injured here in 2023, rank 3 of 62 cities in its population group. That is a bicycle injury rate you would expect from a city several times this size, and it means a Costa Mesa rider's claim starts with a defense argument about visibility and lane position before anyone looks at the driver.

Nightlife and a college. The city ranks 9 of 62 for alcohol involved crashes and 11 of 62 for crashes involving a drinking driver under 21, with Orange Coast College in the city and bar districts on 17th Street and Newport Boulevard. In those cases the criminal file and the civil file run on separate clocks, and the criminal case is often why an insurer stops returning calls.

The 55 ends here. The Costa Mesa Freeway tapers as it approaches the coast and finishes as a surface expressway at Newport Boulevard. Freeway speeds arriving at signalized arterials is a known crash geometry, and it is also a jurisdictional seam: a crash a hundred yards apart can be a CHP report or a Costa Mesa Police report.

A daytime population the census does not show. Caltrans puts 1,329,120 daily vehicle miles on a city of 110,048 people, which reflects South Coast Plaza, the Bristol Street and Sunflower Avenue office district and the Orange County Fair and Event Center on Fair Drive. Most of the drivers in your crash may not live here.

How dangerous are Costa Mesa's roads?

The California Office of Traffic Safety ranks cities against others of similar size, using SWITRS crash reports, Department of Finance population estimates and Caltrans daily vehicle miles traveled. Costa Mesa sits in population group B, a group of 62 cities. Rank 1 is the worst in the group.

Costa Mesa is close to the middle for pedestrians and near the top of the group for bicycles, alcohol and motorcycles. It is a beach adjacent nightlife city with a large riding population.

One caveat travels with these numbers. OTS states that where a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. The 405 and the 55 both run through Costa Mesa, so the table understates what happens inside the city limits.

Hurt where the 55 ends?

Caltrans publishes two counts at each location, one behind it and one ahead. Read the SR 55 rows in order and the taper is visible in the numbers themselves, from 140,000 vehicles a day at Mesa Drive down to 80,000 at 19th Street.

Two of Santa Ana's named Vision Zero corridors reach into this area, Segerstrom Avenue from Bear Street to Flower Street and Bear Street from Segerstrom to MacArthur, per the City of Santa Ana. A crash near that boundary can produce two agencies, two sets of witnesses and two public entities, which we sort out in the first week.

Where a serious Costa Mesa injury goes

The only licensed hospital in the city is College Hospital Costa Mesa at 301 Victoria St, with 23 general acute care beds and a 99 bed acute psychiatric unit. The hospital that receives Costa Mesa emergencies is Hoag Memorial Hospital Presbyterian at One Hoag Dr in Newport Beach, 440 licensed beds, immediately across the city line. Hoag is not on the state's designated trauma center list.

Bed counts and addresses come from the state's licensed healthcare facility file; trauma designations from the California EMS Authority list updated October 22, 2025. Trauma patients go to Orange County Global Medical Center in Santa Ana or UCI Health Orange, both Level II or above.

A serious Costa Mesa case therefore usually has records in three billing systems: the ambulance, the receiving hospital in another city, and the trauma center in a third. Each one may file a lien, a right to be repaid out of your settlement before you see any of it. Reconciling them is part of the work.

Who has your Costa Mesa crash report

The CHP Santa Ana Area states it patrols over 225 miles of freeway including I-5, I-405, SR 55, SR 22 and SR 91, plus 220 miles of unincorporated roadway. Where the 55 becomes Newport Boulevard, the answer changes from CHP to city police, and asking the wrong agency costs weeks.

Two limits on a Costa Mesa case

We have not confirmed what the Costa Mesa Justice Complex hears. The court lists it as a location in the city, and we have not confirmed which case types are assigned there, so we say only what is verified: unlimited civil injury filings go to Santa Ana.

The rankings have limits as well. A rank describes a rate across a whole city over a whole year, not evidence about the intersection where you were hit. We publish the numbers because they are checkable, sourced and public.
