Code of Civil Procedure section 335.1 gives two years for injury to or the death of a person. Government Code section 911.2 puts a public entity claim on six months and section 945.6 gives six months to sue after a rejection. The rest are in our California personal injury deadlines table.
What makes a Garden Grove case different
The grid. Garden Grove Boulevard, Harbor Boulevard, Brookhurst Street, Euclid Street, Magnolia Street and Chapman Avenue form a mile grid of six lane arterials, with the 22 running the length of the city through the middle of it. Long crossing distances and high arterial speeds between widely spaced signals show up in the pedestrian and bicycle rankings rather than in the overall one.
Language. Garden Grove has one of the largest Vietnamese American communities in the United States, centered on Bolsa Avenue and Brookhurst. A report taken through a bystander interpreter, a witness statement recorded in a second language, or a recorded statement given without an interpreter can all be used later to argue that a client changed their story. Garden Grove is a comparatively safe city to drive in and a harder one to cross. No one was killed or injured here in 2023 in a crash involving a drinking driver under 21, which put the city 62 of 62, the best in its group on that measure.
One caveat travels with these numbers. OTS states that where a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. The 22 runs the length of Garden Grove and the 405 clips the southwest, so the table understates what happens inside the city limits.

The Harbor Boulevard corridor at the northern edge runs on into the Anaheim resort district, which is why a crash near that end of the city can involve drivers who are not from anywhere near here. Garden Grove Hospital and Medical Center at 12601 Garden Grove Blvd has 141 general acute care beds and a 26 bed acute psychiatric unit, and it is not a designated trauma center. Bed counts come from the state's licensed healthcare facility file, and designations from the California EMS Authority list updated October 22, 2025.
Trauma patients go to Orange County Global Medical Center in Santa Ana, a Level II center, or to UCI Health Orange, a Level I adult center. Orange County has four designated trauma centers for 3.17 million people, and none is in the west county.
That routing decides who holds the evidence of your injury and who files a lien, a hospital's or insurer's right to be repaid out of your settlement before you see any of it. In a serious case here the records come from the ambulance, the local hospital and the trauma center, and all three ledgers have to be reconciled before anything is distributed.

Two things to know before you call
A crash on a badly designed arterial is not automatically a case against the city. Suing a public entity over a roadway requires proof of a dangerous condition and notice, and it begins with a written claim inside six months rather than a lawsuit inside two years. Those are different cases with different proof.
