It keeps limited civil from the Moreno Valley zip codes at the courthouse on Heacock Street. The same courthouse takes limited civil filings from Banning, Beaumont, Cherry Valley, Cabazon, Calimesa, Idyllwild, Nuevo, Perris and several Riverside zip codes.

What makes a Moreno Valley case different
The hospital is here, and the crash often was not. Riverside University Health System Medical Center on Cactus Avenue is the county's safety net hospital and a designated trauma center, so it receives severe injuries from a wide area. A city of 211,389 with the regional trauma center inside it is unusual, and a Moreno Valley medical record often belongs to a crash that happened elsewhere.
Warehousing shapes the traffic. This city sits in the Inland Empire logistics belt, with very large distribution facilities near the State Route 60 and Redlands Boulevard corridor and truck traffic feeding both the 60 and the 215. A commercial defendant brings driver logs, hours of service records, maintenance files and federal motor carrier rules into what would otherwise be two drivers and two insurers.
Alcohol runs ahead of the city's overall numbers. The California Office of Traffic Safety ranked Moreno Valley 28 of 62 comparably sized cities for total fatal and injury crashes in 2023. It ranked 18 of 62 for alcohol involved crashes with 141 victims, and 11 of 62 for crashes involving a drinking driver aged 21 to 34 with 77. Rank 1 is the worst. The alcohol categories are the ones out of line with the rest of the table.
How dangerous are Moreno Valley's roads?
The California Office of Traffic Safety ranks each city against others of similar size, using crash data, state population estimates and daily vehicle miles traveled. Moreno Valley sits in group B, 62 cities, with a 2023 population of 211,389 and 1,667,700 daily vehicle miles traveled. Rank 1 is the worst in the group, so the low pedestrian and bicycle ranks below are good results, not bad ones.

Two things stand out in that table. The pedestrian and bicycle ranks sit between 46 and 56 of 62, which is what a car dependent arterial city looks like: fewer people walking, so fewer of them get hit. The rankings also count crashes inside incorporated cities, including state highways that share jurisdiction with the California Highway Patrol. The agency states that "if a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city." The 60 and the 215 are largely outside this count.
Where you are treated in Moreno Valley
At Riverside University Health System Medical Center, 26520 Cactus Avenue, in most serious cases. It has 362 licensed beds in the state's facility file and appears on the California EMS Authority designated trauma center list updated October 22, 2025, which shows it at Level I. The Riverside County EMS Agency's own 2020 trauma plan update recorded it at designation level II with a Level II pediatric trauma center, and noted that the hospital had expressed interest in Level I verification. We cite whichever document we are relying on rather than blending the two.
Kaiser Foundation Hospital Moreno Valley on Iris Avenue, 100 beds, handles much of the rest, and HCA Riverside Community Hospital is the other listed trauma center nearby. Wherever you are treated, that hospital holds the records, sends the bills, and may assert a lien, a legal claim on your settlement for the cost of care. We collect the record and handle the lienholders at the end, so treatment is not interrupted while the claim runs.
Crashed on the 60 in Moreno Valley?
State Route 60 crosses the city east to west and thins as it goes. Caltrans' current published annual average daily traffic shows 152,000 to 156,000 vehicles a day at Day Street, 154,000 at Pigeon Pass Road, 121,000 to 154,000 at Heacock Street. It carries 105,000 to 121,000 at Perris Boulevard and 74,000 to 92,000 at Moreno Beach Drive. Interstate 215 runs along the western edge at 150,000 to 153,000 at Cactus Avenue. The surface network is a mile grid of long straight arterials: Alessandro, Perris and Sunnymead Boulevards, Heacock Street and Cactus Avenue. March Air Reserve Base sits immediately southwest. Long blocks and wide lanes produce speed between signals, and speed turns a collision into a brain injury case.

Moreno Valley does not run its own police department; the city contracts its policing to the Riverside County Sheriff's Department, so a city street report is a Sheriff's report.
