Hurt in Santa Barbara? What happens now

One number stands out. 131 people were killed or injured on bicycles here in 2023, in a city of 86,187. That is the worst bicycle rate in a group of 103 California cities, and Santa Barbara County ranks 2 of 58 counties on the same measure with 252 victims.
How dangerous are Santa Barbara's streets?
The California Office of Traffic Safety ranks cities using crash data, Department of Finance population estimates and Caltrans daily vehicle miles traveled, comparing each city only against cities of similar size. Rank 1 is the worst. Santa Barbara is in population group C, with 86,187 residents and 718,360 daily vehicle miles traveled in 2023.

One caveat, from OTS itself: if a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. The 101 runs through the middle of Santa Barbara and the CHP takes those reports, so this table understates what happens inside the city limits. A second caveat is ours: these are city figures, and UC Santa Barbara and Isla Vista are not in the city.

When a Santa Barbara case is different
The city is small and its boundaries are close, and five situations change the answer above.
- It happened at UC Santa Barbara or in Isla Vista. Those are in Goleta and the county, not the City of Santa Barbara. The city's crash figures do not include them and the City of Santa Barbara is not the right public entity.
- The crash was on the 101 or the 154. The report comes from the CHP Santa Barbara Area, whose office is in Goleta, not from the Santa Barbara Police Department.
- A road, a bike lane or a crossing is part of the case. Decide whether the defendant is the City of Santa Barbara, the County or the state before the six month clock runs.
- You were treated here but hurt somewhere else. Cottage Hospital takes severe trauma from a very wide area, so a local medical record does not by itself mean a local case or a local court.
- You were visiting. Where you live does not change the deadline or the court. The crash location does.
Hit on your bike or on foot?
The bicycle files land the same way. A driver turns across a lane or opens a door, the rider goes down, and the argument that follows is whether the rider belonged where they were. California answers that question by statute, and our bicycle accident page goes through each section. Then there are people on foot. State Street, Cabrillo Boulevard and the waterfront mix visitors, rental bicycles and local traffic, and the pedestrian rankings follow: 9 of 103 overall and 8 of 103 for people 65 and older. Older pedestrians are hurt worse by the same impact, and their cases attract a preexisting condition defense that has to be answered with records rather than argument.

Where you are treated in Santa Barbara
Santa Barbara Cottage Hospital, 400 West Pueblo Street, is a Level I adult and Level II pediatric trauma center with 461 licensed beds. It is the only Level I trauma center on the central coast between Los Angeles County and Santa Clara County. The designation comes from the California EMS Authority list updated October 22, 2025, and the bed count from the state licensed facility file.
Here a severely injured person stays put, and the whole medical story is written in one place, which makes the record cleaner and the causation argument stronger. Cottage Rehabilitation Hospital and Goleta Valley Cottage Hospital continue the care locally. What still has to be managed is the lien: a hospital's or insurer's right to be repaid out of your settlement, and a Level I admission generates a large one.
Hurt on the 101 through Santa Barbara?
US 101 runs through Santa Barbara squeezed between the Santa Ynez Mountains and the Pacific, with closely spaced interchanges at Castillo, Carrillo, Mission and Milpas and a section that runs a block from the beach. Functionally it behaves like a city street carrying freeway volumes. These are the current published counts from the Caltrans traffic census dataset.

The CHP Santa Barbara Area states that its jurisdiction includes US 101 from the Ventura County line to Gaviota State Beach and State Route 150 from US 101 to the Ventura county line. It also includes State Route 154 from State Street to Paradise Road and all unincorporated areas within that territory, serving an area population of approximately 136,000. The office itself is in Goleta, not in the city, so requests for a freeway report go there.
