After a Thousand Oaks injury

The court's own Hall of Justice page lists the case types heard there as appeals, civil, criminal, domestic violence, family law, small claims and traffic. Unlimited civil, limited civil and small claims all point to the same address, about 35 miles northwest of Thousand Oaks.

Exceptions in Thousand Oaks cases
Four situations move the case out of the answer above, and the county line causes three of them.
- The crash was in Westlake Village or Agoura Hills. Those are Los Angeles County. There the case follows Los Angeles Superior Court Local Rule 2.3, which files an unlimited civil injury action in the judicial district where the incident arose.
- You live here and were hurt in Los Angeles County. Same result. The incident decides the court, not your address.
- A public entity is a defendant. Six months to present the claim, then six months from the rejection to sue, and the entity is the City of Thousand Oaks or Ventura County, not Los Angeles.
- The injury needs Level I care. There is no Level I trauma center in Ventura County. A transfer to Los Angeles County means a second set of records, a second billing department and often a second lien.
Crashes on State Route 23
State Route 23 is two different roads and they produce two different files. North of the 101 it is a freeway carrying 69,000 to 80,000 vehicles a day, where the cases are merges, lane changes and rear end impacts at speed. South of the 101, on the Decker Canyon and Mulholland alignment toward the coast, the same route number carries 10,000 to 18,000 vehicles a day on a mountain road, where the cases are single vehicle, motorcycle and head on.
The 101 through the city brings the commercial defendants. The CHP runs the Conejo Commercial Vehicle Enforcement Facility at 4001 US Highway 101 in Thousand Oaks, and inspection records generated there can matter in a truck case on that stretch. When a commercial vehicle is involved, the file stops being about two drivers and becomes about a carrier, a maintenance history and an hours of service record.

Thousand Oaks crash data
The California Office of Traffic Safety ranks cities using crash data, Department of Finance population estimates and Caltrans daily vehicle miles traveled, comparing each city only against cities of similar size. Rank 1 is the worst. Thousand Oaks is in population group B, with 123,372 residents and 1,304,460 daily vehicle miles traveled in 2023.

Nothing in that table is alarming. Thousand Oaks sits in the middle of its group for total crashes and below the middle for pedestrians, bicycles and motorcycles. One caveat, from OTS itself: if a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city. The 101 and both halves of the 23 are CHP roads, so these figures understate what happens inside the city limits.
Hospitals nearby
Los Robles Hospital and Medical Center, 215 W Janss Road, is a Level II trauma center with 312 licensed beds and one of only two designated trauma centers in Ventura County. The other is Ventura County Medical Center, 300 Hillmont Avenue in Ventura, 180 beds, also Level II. Both appear on the California EMS Authority trauma center list updated October 22, 2025, with bed counts from the state licensed facility file.
There is no Level I trauma center anywhere in Ventura County. The nearest are in Los Angeles County. For a severe injury that means stabilization at Los Robles and then a transfer, which splits the medical story across two counties. Expect two sets of records, two billing departments and often two liens. A lien is a hospital's or insurer's right to be repaid out of your settlement, and unresolved liens are a common reason a settled case takes months to pay.

The CHP Moorpark Area states that its officers patrol approximately 650 linear miles of freeways, state routes and unincorporated county roads. That includes US 101 from the Los Angeles County line to Camarillo Springs Road and State Route 23 from US 101, which covers Thousand Oaks.
