How dangerous Riverside roads really are
The Office of Traffic Safety weights each city's crash counts against its population and its daily vehicle miles traveled, then ranks it only inside its own size group. Riverside sits in group A, the largest cities in the state, with a 2023 population of 321,538 and 3,400,540 daily vehicle miles traveled. Rank 1 is the worst.

In the OTS method a crash the California Highway Patrol reports on a road with shared jurisdiction "does not count against the city," so collisions on the 91, the 60 and the 215 are largely outside this table.
Why the other driver's employer may pay
Riverside is a commuter city and the 91 is the reason. Caltrans' current published counts put the Riverside Freeway at 274,000 vehicles a day at the Orange and Riverside county line. It falls to between 207,000 and 229,000 at Pierce, Magnolia, La Sierra and Tyler as it moves through the city (Caltrans annual average daily traffic dataset, retrieved September 4, 2026). The 60 at Main Street carries 163,000 to 173,000.
That commute changes the shape of an ordinary crash. The driver who hit you may live in Orange County, may have been driving to an Orange County job, and may have been in a company vehicle at the time. Respondeat superior, the rule that makes an employer answer for an employee's negligence on the job, comes to a jury as CACI No. 3720, and it usually adds a commercial policy above the driver's own. Your treatment can end up split across two counties as well, which means two sets of records and two lien negotiations.
How fault is proved in Riverside
Negligence is the failure to use the care a reasonably careful person would use, and Civil Code section 1714(a) makes everyone responsible for the injury it causes. The traffic statutes fill it in: Vehicle Code section 21703 on following too closely and section 22350, the basic speed law, which answers a driver who says he was under the limit in stop and go traffic.
The 91 adds one more statute. Vehicle Code section 21658(a) requires a vehicle to be driven as nearly as practical entirely within a single lane, and not to be moved from the lane until the movement can be made with reasonable safety. Most Santa Ana Canyon commute crashes come down to that sentence: a lane change into a gap that was not there. Where a Riverside case is filed
Riverside County Superior Court sets filing locations by an administrative order of the Presiding Judge under Local Rule 3115. The order in force carries a revision date of July 8, 2026 and takes effect August 1, 2026, and it directs that all unlimited civil cases be filed in the courthouses it lists. For the western county that is the Riverside Historic Courthouse. Limited civil cases are assigned by zip code, and a case from a Riverside zip does not stay in Riverside.

Source: the court's own civil filing order. Check it again before filing, because these assignments change. The practical effect is that a smaller case is heard in Moreno Valley or Corona while a serious injury case is heard downtown. Riverside is unusual for the Inland Empire: the trauma center is inside the city. HCA Riverside Community Hospital, 4445 Magnolia Avenue, 542 licensed beds, is a designated Level I trauma center on the California EMS Authority list updated October 22, 2025. Riverside University Health System Medical Center, the county hospital at 26520 Cactus Avenue in Moreno Valley, 362 beds, is also listed at Level I, about ten miles east. Kaiser Riverside on Magnolia carries 225 beds and Doctors Hospital of Riverside 187. A lien is a right to be paid out of your settlement before you see any of it, and a county hospital's lien is one we negotiate in almost every serious file. Four things that change a Riverside claim
The crash was on the 91, the 60 or the 215. Then the report is a California Highway Patrol report from the Riverside Area office, 8118 Lincoln Avenue. That office states that it patrols Interstate 15, Interstate 215, State Route 60, State Route 71, State Route 74 and State Route 91 and serves most of western Riverside County.
A public entity was involved. A city vehicle, a transit bus or a dangerous condition of the roadway shortens the clock to six months under Government Code section 911.2, and the claim itself runs under Government Code section 835.
The other driver carried the minimum. Vehicle Code section 16056 set the floor at $30,000 for one person and $60,000 per crash on January 1, 2025.
