What is different in Pasadena

Those are Caltrans annual average daily traffic counts, published without a count year, so we give them as current figures. Volume peaks between Lake and Allen, where the interchanges at Lake, Hill, Allen and Sierra Madre Villa sit close together, about a mile apart. Merging traffic at that density produces the chain reaction crash: four vehicles damaged, and every driver blaming the one behind.
The last row is a Pasadena peculiarity. The Long Beach Freeway ends here, and Caltrans labels the segment "temporary begin Long Beach Freeway" at 44,500 vehicles a day. Freeway traffic is delivered onto surface streets at the western edge of the city, which is why crashes cluster where drivers are still at freeway speed on a street built for something else.

Rank 1 is the worst rate in the group. The Office of Traffic Safety adjusts for population, 140,054 here, and for 1,659,580 daily vehicle miles. The caveat matters more in Pasadena than in most cities. The agency states that "if a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city." A crash on the 210, where the volume is heaviest, is not in the 978.
How fault is proved in Pasadena

What is local is who wrote the report and what physical evidence exists.
A crash on Colorado Boulevard, Lake Avenue or Orange Grove is a Pasadena Police Department report. A crash on the 210, the 134 or the 710 stub belongs to the CHP Altadena Area, 2130 Windsor Avenue in Altadena. That office patrols roughly 400 square miles including Pasadena and works traffic control for the Tournament of Roses Parade and the Rose Bowl Game. Which policy pays
The number at the end of a Pasadena case is usually set by the insurance behind the person who hit you rather than by the injury. Policy limits are the most a policy pays whatever a jury says. Since January 1, 2025, Vehicle Code 16056 sets the state minimum at $30,000 for one person and $60,000 for a crash. A trauma admission at Huntington and one surgery pass that before anyone discusses pain and suffering.
Your own policy is what closes the gap. Insurance Code 11580.2 requires uninsured and underinsured coverage at your liability limits unless you waived it in writing, and gives two years to sue, settle in writing or demand arbitration against your own carrier. Vehicle Code 17151 caps a car owner's liability for merely lending the vehicle at $15,000 for one person. Civil Code 3040 caps a health plan's lien, its right to be repaid from your settlement, at one third when a lawyer represents you.
Your courthouse and your deadline
Pasadena is in the Northeast District, and the Los Angeles Superior Court filing locator returns four possible courthouses for an unlimited civil case from a Pasadena address: Burbank, Glendale, Pasadena or Alhambra. The district's own courthouses are the Pasadena Courthouse, 300 East Walnut Street, and the Alhambra Courthouse, 150 West Commonwealth. Four things that change a Pasadena claim
- You owned an uninsured car. Civil Code 3333.4, passed as Proposition 213, takes pain and suffering from an uninsured owner or operator. The medical bills and the lost wages survive it.
- The road or a work zone caused it. Government Code 835 reaches Caltrans or the city for a dangerous condition, but only where an employee created it or the agency had notice in time to fix it, and the claim is due in six months.
