What is different in Torrance
A vehicle crash claim in Torrance, whether you were hurt or you are the family member managing it, turns on five things. They are what the state's crash record shows about this city, the hospitals that will treat you, the freeway and arterial patterns that produce these files, how fault is proved, and where the case is filed. Rank 1 is the worst rate in the group, so a high rank number is good news. Torrance is unremarkable overall and near the bottom of its group for alcohol, measured against a population of 143,410 and 1,431,850 daily vehicle miles. The exception is children on foot: eight killed or injured in one year, fifth worst of 62 cities. Wide arterials with long distances between signals are the usual explanation for that pattern, and Hawthorne Boulevard, Crenshaw Boulevard, Sepulveda Boulevard and Torrance Boulevard are exactly that kind of street.
One caveat comes from the Office of Traffic Safety itself: "if a crash report is taken by the CHP on a road with shared jurisdiction, it does not count against the city." The 405 runs through Torrance, so the freeway collisions the Highway Patrol works are not inside the 647.
Why being treated in Torrance helps you
Most cities send their badly injured people somewhere else. Torrance receives them. Harbor-UCLA Medical Center, 1000 W Carson Street, 415 licensed beds, is a Level I adult and Level I pediatric trauma center on the California EMS Authority list updated October 22, 2025. Torrance Memorial Medical Center at 3330 Lomita Boulevard adds 548 beds and Providence Little Company of Mary at 4101 Torrance Boulevard another 332, which is close to 1,300 acute care beds inside one city.
For a claim, that concentration matters. There is no transfer gap in the chart, no second hospital chasing a separate bill, and the treating surgeons are down the street from the courthouse rather than across the county. It also means the liens, the rights to be repaid out of your settlement, tend to come from one system. Civil Code 3040 caps a health plan's lien at one third of what is due to you when a lawyer represents you.

Those are Caltrans annual average daily traffic counts, published with no count year attached. A crash on that stretch is a California Highway Patrol case, and the South Los Angeles Area office is at 19700 Hamilton Avenue, inside Torrance, roughly across Carson Street from Harbor-UCLA. The office lists Torrance first among the communities it serves. City streets are Torrance Police Department reports. Both agencies are local, which makes the paperwork faster than in most of the cities we serve.
How fault is proved in Torrance
The general law runs countywide, and our Los Angeles car accident lawyer page sets it out: Civil Code 1714(a), the following distance rule in Vehicle Code 21703, the basic speed law in Vehicle Code 22350, and CACI 418. The Torrance version of it is a left turn across six lanes. Vehicle Code 21801 requires a driver turning left to yield to approaching traffic close enough to be a hazard, and on a boulevard this wide the argument is always about how far away the other car was.
That argument is settled by physics and video rather than by the report. Signal timing, the damage profile and the event data recorder tell you the approach speed. Retail and fuel station cameras along Hawthorne and Crenshaw hold the rest, and they overwrite in days, so preservation letters go out before anyone talks about value.
When the other driver was working
Torrance is a refinery and industrial town as well as a retail one. Del Amo Boulevard, Crenshaw Boulevard and 190th Street carry commercial traffic through residential and shopping districts, and the Del Amo Fashion Center pulls regional traffic onto the same arterials. An ordinary looking Torrance collision therefore often turns out to involve someone who was working.
That changes the case. Respondeat superior makes an employer answer for what an employee does within the scope of employment, and a Los Angeles jury receives it as CACI 3720. A commercial policy sits behind the driver instead of a $30,000 personal one, and the employer's own records, dispatch, routing, training, become discoverable. Torrance is the Southwest District, and Los Angeles Superior Court Local Rule 2.3 requires an injury case to be filed in the district where the incident arose. A Torrance crash is not a downtown case. Four things that change a Torrance claim
- The other driver carried the minimum. Since January 1, 2025 that is $30,000 for one person under Vehicle Code 16056, which a single admission at Harbor-UCLA can exhaust. Your own underinsured coverage becomes the case, under Insurance Code 11580.2.
- You owned an uninsured vehicle. Civil Code 3333.4, passed as Proposition 213, removes pain and suffering from an uninsured owner or operator. The bills and the lost earnings remain.
